Interesting question. These are all synonyms, although the context seems to demand an intended progression from less impressive/comprehensive to more impressive comprehensive attribute. In any case, "eficaz" cannot be translated as either "efficient" or "effective".
Thus:
eficiente = efficient = can manage one's workload with minimum wasted time
efectivo = effective = can in a broader sense perform one's work duties in a satisfactory manner and gain the respect of one's subordinates
eficaz = complete = can perform ones duties efficientely, get the most out of one's subordinates in terms of work productivity and help shape the vision of the company as a whole.

In my opinion, efficacious is a perfectly reasonable word to use, and you won't lose the alliteration. The def. in Merriam-Webster's is:
