Qu'est-ce qui est selon le gouvernement? La croissance du PIB? Ou l'inflation? Je suis vraiment mal reveillee ce matin!

It's somewhat ambiguous in French (poorly written). Turning the sentence round as above preserves an equivalent level of ambiguity in English, I think!

NewCal: I concede that we do not know for a fact that the 6% was a figure calculated by the government and not, for instance, a statistical agency which they use to do their number-crunching for them. However, there is no doubt in my mind that the government is quoting this figure, i.e. it is the official line. I think the clearest and simplest way of expressing in English what is meant by the French here is to say "government figures".

I don't understand your problem with my explanation. I disagree with your assertion that "The first part of the sentence is not part of the government statement", and if this *were* the case then to my mind an unambiguous way of putting this would be:
"malgré une croissance de 6 % du PIB en 2007, et, selon le gouvernement, une inflation attendue à la baisse à 2,5 %...". Placing "selon le gouvernement" in second place without the (inelegant) "et" does not remove the first part of the sentence from the scope of this clause.

re: your amended note. I agree it's only my opinion :). It's not founded on grammatical rules in absolutum because the grammar is poor in the original, hence the difficulty in the first place.

Any French native as well as my "Bescherelle" know that the "et" would not mean any such thing. As you say it it is your opinion only which does not rely on French gramatical rules.

: Agree 100% with Eutychus. It is a list of 3 things explaining the situation in Macedonia. The "selon..." refers undoubtedly to the 6%GDP increase which govts have a tendency to inflate!
