In this case, I would think that the applicant means that his/her mother took time off to care for him/her during her childhood.

agree kmtext : It's a motoring reference - taking the off ramp from the motorway or freeway of life as it were, a career break to do something else before returning to work at a later date.

agree Gary D : also used in business, "ramp up" increase productivity, and to come "off ramp" phase down the work load. also refered to as Home duties, parental leave, Maternity leave. which would be better here. Childhood years does not fit here!
