I struggling a bit with the above phrase, context to follow:

My reading of it is that basically, minors under 14 carrying out/engaging in activities subject to income tax must be identified by their NIF as well as that of their legal representative (is this their guardian, maybe?).

The "required by the tax authorities" bit was prompted by the word "trascendencia", usually meaning significance or importance. However, I think you can step back from the wording and simply say "any documentation relating to taxation must state [...]". I believe that's what is meant here, it's just worded awkwardly.
