Greetings,

"Corrupt on earth" is a term I've never been able to understand properly even in English – perhaps if I see the Persian form it will make better sense.

It’s used here, for example:

What seems odd is this: isn’t anyone who is corrupt "corrupt on earth"? To our knowledge there are no human beings living in space or on other planets, so isn’t everyone who is corrupt "corrupt on earth" by definition?

Perhaps it just means "very corrupt". I imagine knowing the original will help.

مفسد فی الارض

I'd just like to add to my colleague's answer the point that the origin of this expression is the Quran. This Arabic phrase مفسد فی الارض is repeated many times throughout the Quran and now it has become so common in Islamic jurisprudence that there are punishments in law for those recognized as مفسد فی الارض. This is the pronunciation: /mofsed-e fel arz/. مفسد means corrupt; فی is a preposition meaning "in" (literally) or "on" (in this case); and ارض means "earth." Finally, the ال stuck to ارض functions almost like the English definite article (the).

مفسد في الارض

This is a legal term used in Iranian courts for extreme charges. Anyone convicted as a "corrupt on earth" would be handed in capital punishment.
