ولهذا فان حكوماتنا على يد مندوبيها المجتمعين في مدينة سان فراتسيسكو الذين قدموا وثائق التفويض المستوفية للشرائط قد ارتضت ميثاق الامم المتحدة هذا وانشات بمقتضاه هيئة دولية تسمى "الامم المتحدة"

Therefore, our various governments - through their delegates who gathered in San Francisco, and submitted the eligible credentials - have agreed to this United Nations charter, and established in its requisite an international organization called “The United Nations”.

"Eligible credential" is probably wrong - I'm not getting what they're saying there...Also, شرائط is from the same root as شرط but I understand the meaning has nothing to do with "conditions"/"terms" or does it??
