Power can be defined in many ways. Most simply, it is the ability to get what you want, or as scholar Kenneth Boulding said, power is "the ability to change the future." Some scholars make a distinction between three kinds of power-- "power over," "power to" and "power with." "Power over" is the ability to dominate another person or group--as in "I have power over him. This means, "I have the ability to make him do what I want him to do." Power-over usually comes from force and threat. If the subordinate fails to do what he or she is asked to do, the dominant person will use force to make the subordinate person comply.
"Power to" is the ability to do something on one’s own--it refers to one’s abilities. Sources of this kind of power are intellect, resources, knowledge, stamina, etc. These resources give some people the power to accomplish things that others cannot.
"Power with" is similar to "power to" in that it reflects ability, but "power with" is the ability to work with others to get something done by cooperation. This is the power of consensus--the power of people working together to solve a common problem.

"Power with" seems to be a simplification of what Boulding calls "integrative power"
It was not the coercive or exchange power of American revolutionaries that won against the British military force, but “power with” each other (which we’ll call integrative power below).

: No, that would be 'power over', for example / There are indeed several possibilities, but I'm afraid this simply couldn't be one of them; see the discussion entry by SJLD.

As I said there are several possibilities and I disagree with your comment Tony. The discussion entry concerns women, here it seems it was men, and in any case "le pouvoir partagé de démocracie / paix" just doesn't sound right to French ears.

I'd love to understand how the source text concerns only men (Manu: The discussion entry concerns women, here it seems it was men.) Perhaps Manu can explain?
Feminist scholars provide a different lens through which to look at the three forms of power, which are referred to, respectively, as "power over," "power to," and "power with."[7] "Power over" refers to power through domination; it is coercive and operates largely through threat and fear. "Power to" directs our attention back to the definition of power in general. If power is the capacity to change, then should we not focus our first thoughts, not on fear and force, but on getting things done? "Power with" refers to a certain form of getting things done, that is, collaborative endeavors. This is the form of power that receives most emphasis in feminist literature as well as other literatures from those with lesser amounts of power, e.g., liberation theology. It reflects a concern about moving away from hierarchical forms of governance and society to what Riane Eisler calls "partnership societies."[8]
