I'm having trouble finding the meaning of this particular abbreviation, which I've seen quite a lot in a series of letters I am translating about the Mexican Health ministry. This usually appears in the letterhead, in the link I have provided below, the abbreviation appears in the top right hand corner of each page.
If anyone can help me find the meaning of this abbreviation, I'd greatly appreciate it.
