Can anyone tell me what 'de plano' means in the below context, bearing in mind this is a legal document from Ceara, NE Brasil where they use a lot of local idiomatic expressions unknown to me!

"De plano, pronuncio-me, reconhecendo que essa decisão relacionou, dentre os representantes da empresa na data do ajuizamento da ação, em Maio/2009, acionistas de 2006."
