examples:

Serving suggestion

This is the literal (cooking) equivalent. I've never heard it used figuratively in English or Hebrew.

serving suggestion

this would be the cooking use. I am not sure about using this phrase as a metaphor, I would simply say "suggestion" in the sentence you gave above (1)

Serving Suggestion / Suggestion

While I have never heard the phrase used in a "figurative" way. I would translate the sentance you gave as, "It is merely a suggestion, you don't have to do what I told you.
