This is the person who signs the document (Declaracion Extraproceso) -- what I am having trouble is "encargado" -- I assume this is a senior position, or title -- would it be "Senior Notary Public"? Or "In-chief"?

Public Notary of the Circuit (Temporary)
In Colombia, when an office is vacant it is filled or it's duties assigned on a temporary basis to the officer next in line/rank. Once the position has been permanently filled then the status of Encargado/Temporary is no longer necessary.
