Buenas tardes,

ossified poverty

Since this is the author's metaphor, I think you have some leeway. I suggest "ossified poverty" to convey that poverty for certain groups has aged into the nation's system.

chronic impoverishment

The author uses a figure of speech to indicate a consolidated form of impoverishment.

deep-seated impoverishment

deep-seated or deep-rooted possibly collocates better than 'petrified' with impoverishment, though I'm running scared of comments from native English squeakers.
Example sentence:

human resource development is the very practical and overarching way for easing vulnerability to chronic hunger and deep-seated impoverishment.

The crisis of the humanities is nothing other than a reflection of a deep-seated impoverishment of thought

agree neilmac : I got 8 hits for "ingrained impoverishment"...

neutral AllegroTrans : I see "ingrained" as something almost permanent and self-inflicted, which isn't the meaning here
