Можно ли написать "Ivan has an urge to reqeust a similar report from..."? Или, например, "Ivan insists that we request a similar report from...?

urgent I believe using "urgent" is not quite appropriate here, despite of one of its connotations of earnestness and persistence. Its main connotation, though, is "requiring immediate action or attention." This, I believe, something along the lines of "strongly wishes/desires," "insists on" would be more appropriate here.

Ivan urgently asks that we request

This makes it clear that Ivan's directive is urgent; it's not just that he's asking (urging) us. His directive is that we make a request of the ministry, but we can't use "request" twice in the same sentence, so we have "asks" and then "request."
