Не могу понять последнее предложение: вроде бы речь идет о демонтаже решетч. настилов, а потом речь об их замене и закреплении?

Не могу понять последнее предложение: вроде бы речь идет о демонтаже решетч. настилов, а потом речь об их замене и закреплении?
