К 1995 г. по бассейну Сырдарьи развилась практика заключения межгосударственных протоколов и соглашений, в которых устанавливались величины компенсационных топливно-энергетических поставок и размеры **вегетационных попусков** из Токтогульского водохранилища для покрытия нужд орошаемого земледелия в среднем и нижнем течении.

I guess it could mean releases of water from the reservoir during the growing season, but that's just a guess.

Thanks to all I decided to write вегетационный попуск more or less as Misha suggests, but adding a note to the authors on why I deleted "vegetative".
I'm not handing out Kudoz points because all who contributed to the discussion were helpful, and none of us are members and so will not benefit from points.

@Frank - vegetative period or growing season? In my context, I don't think these are different. The вегетационный период is described as lasting many months: "В схеме определены лимиты водозаборов для каждой республики на вегетационный (апрель – сентябрь) и невегетационный (октябрь – март) периоды года, а также перспективы развития гидроэнергетики в бассейне реки, включающие строительство Камбаратинских ГЭС-1 и 2 и Верхне-Нарынского каскада ГЭС."

It is possible that we are not translating les belles lettres but technical terminology, where exactitude is required. For example, vegetative period is a concept distinct from growing season.
