A minor *what* of the c.c.? Assuming the Balken is indeed the c.c, here, since it was mentioned in its Latin form just a few words earlier.

: Agenesis and hypoplasia have nothing to do with retraction but refer to a congenital pathology. They pertain to the entire orgsn while retraction is a localized abnormality.
