This is a text about historic preservation in Peru that says "estaba en proceso una 'sesión en uso' en beneficio de la ciudad" - I don't know if this is a commonly-used term in Peru, or in business or government. I'm looking for an equivalent expression in U.S. English, not just the individual words.

cession of use
I'm posting this simply to let people know that "cede" and "cession" do exist in English, so "cession of land-use rights" is an option.
