El XXX con la Unión Europea, XXX, consideró "casi un pleno al 15" por su proximidad a Galicia el hecho de que finalmente la sede de la Agencia Europea de Seguridad Marítima se haya fijado en Lisboa y no en una ciudad gallega tal y como pretendía la Xunta.

The 15 here refers to the member states of the EU, but I'm not sure what "un pleno" means here.

The number fifteen does not refer to the members of the European Union, but to the football lottery ticket in Spain where maximum punctuation is 15. So the expression means "almost hitting the jackpot".
