English term or phrase: quasi-legal services
Most spam is commercial advertising, often for dubious products, get-rich-quick schemes, or quasi-legal services.

So, I think I would say something not risky at all like "cuasilegal" in Spanish, but I don't really know if the meaning has to do with almost-illegal-services or legal services that are offered by someone who is not homologated for it, "paralegal" so to say.

Explanation:
Se trata de Inglaterra, y parece – casi seguro- que se refiere a ciertos bufetes de abogados de aquí que, sin haber sido invitados a hacerlo, se ponen en contacto con personas que han sufrido algún percance o infortunio. Ofrecen sus servicios para intentar cobrar una parte de la indemnización correspondiente. Incluso te llaman al azar, o envían emails masivos intentando pescar clientes.
No es ilegal, pero sí que es una práctica poco ética y muy criticada - y muy extendida.

Note that it is *not* pseudo-legal, so borderline or barely legal, but in fact services (prestaciones) carried out by semi-qualified legal staff: not 'homologated' so unapproved and unaualified to practis/ce as attorneys.

Note also that many immigration and asylum 'agents & attorneys' in the UK/ City of London are unqualified lawyers, struck-off Solicitors, disbarred Barristers or failed law students, whilst Company Secretaries and 'Licensed Conveyancers' in a separate profession are arguably 'lawyers' as compared with Legal Executives, Barristers, Notaries Public and Solicitors eligible to act as 'Authorised Conveyancers'

So the term of paralegal in the question itself is a good clue.
