Crowds exhibit a docile respect for force, and are but slightly impressed by kindness, which for them is scarcely other than a form of weakness. The violence of the feelings of crowds is also increased, especially in heterogeneous crowds, by the absence of all sense of responsibility. The certainty of impunity, a certainty the stronger as the crowd is more numerous, and the notion of a considerable force due to number, makes possible in the case of crowds sentiments and acts impossible for the isolated individual. In crowds the foolish, ignorant and envious persons are freed from the sense of their insignificance and powerlessness, and are possessed instead by the notion of brutal and temporary but immense strength.
Translation - Arabic تُظهرُ الجماهيرُ انصياعاً واحتراماً للسُلطةِ القوية، أمّا السلطةُ التي تنتهجُ اللطفَ والمعاملةَ الحسنة فيكونُ تأثيرُها في الجماهير طفيفاً، إذ أنهم يرون في هذا اللطفِ ميلاً للضعف والخنوع. ومن المُلاحَظِ أنَّ عنفَ عواطفِ الجماهير وخاصةً غير المتجانسة منها يزدادُ بغياب كل حسٍ لديهم بالمسؤولية.
كما أنَّ ثقةَ الجمهور واطمئنانه بوجودِ حصانةٍ يزدادُ قوةً بزيادة عدده، إذ أنَّ ذلك من شأنه أن يُشعرَ الجمهورَ بازدياد سُلطته. ونرى هذا واضحاً في عواطف وأفعالِ الجماهير المحتشدة، غيرَ أنَّه من المستحيل رؤيته لدى الفرد الواحد. إذ أنَّه في حالةِ الجماهير الغفيرة يتحررُ الحمقى والجاهلون والحاسدون من الإحساسِ بالدونيّة وعدم الأهمية، وبدلاً من ذلك يتملَّكهمُ إحساسٌ هائلٌ بالقوةِ الصارمة والمنيعة وإن كانت مؤقتة.
