If the shading of meaning is insorportable, then irksome should work; if the person is just tedious (a bore but not a pest) then tedious or boring seems fine. It would help to have more CONTEXT!

agree  Taña Dalglish: My opinion is that there is a fine distinction in English between your answer(s) and boring. Es como "fastidioso" pero no necesariamente "boring"!
