Se refiere a un sistema antirrobo que se activa en forma automática sin que el usuario o propietario tenga que hacer nada (por eso se llama pasivo). Creo que quien construyó la frase en inglés lo hizo mal (igual sucede en español).

Lo pasivo es el sistema, no el robo !!
