... es la norma ***de superior jerarquía***...

Está hablando de la jerarquía de las normas jurídicas, un concepto general que comprendo perfectamente.

Veo que, en Europa por lo menos, dicen "hierarchy of norms".

Ahora tengo que traducir "es la norma **de superior jerarquía***" y no sé si se dice "of superior hierarchy" o "of the highest hierarchy" (eso segundo suena de pánico) o si (lo más probable) hay otra solución que no se me ocurre.

Está diciendo que una nueva legislación va a tener jerarquía superior frente a franquicias y concesiones ya otorgadas.

Para los EE. UU., pero no debería cambiar las cosas porque es un concepto de derecho tan universal.

Dejo la pregunta "pro" porque me interesa que quienes contesten tengan un nivel profesional en temas de derecho.
