Tech/Engineering - Nuclear Eng/Sci / Transformer damage during storm
French term or phrase: fil de l'eau
This is a report on damage to a transformer and other equipment in a nuclear power station during a storm recently.
XXX = the transformer manufacturer
YYY = an electricity company
Actually, I don't quite understand the sentence in which the asked term appears, particularly the meaning here and syntactic function of "stoppé"; but that's another matter.

III – EXPERTISE TECHNIQUE EN COURS
Nous envisageons de procéder en 4 étapes.
Etape A : février 2014

direction of flow

Explanation:
The fil de l'eau is the flow of a stream, in this case, I'm guessing that it's the direction the water is flowing.
