Depuis ces dates le marché locatif d'une commune peut très bien avoir été modifié (par exemple une opération de réhabilitation d'un quartier peut changer totalement le marché locatif local). Plus généralement les conditions de confort moyen ont évolué, et le secteur locatif aidé (HLM) a fortement évolué. Le système ne reflète donc plus la réalité du marché. Par exemple de nombreux centre-villes vétustes, faiblement évalués à l'époque, ont été rénovés depuis. Inversement, les immeubles HLM en périphérie des grandes villes, considérés comme de bon confort lors de leur construction, ont souvent vu leur situation se dégrader. En 1990 (loi no 90-669 du 30 juillet 1990 ECOX9000072L), une opération de révision et de modification des règles d'évaluation a été menée.
