seismic recurrence interval has passed
Explanation:
The HF is the most hazardous fault in the Bay Area given that a full average
recurrence interval has passed since its last M~ 7 earthquake in 1868 [Field et al., 2015].

A return period, also known as a recurrence interval (sometimes repeat interval) is an estimate of the likelihood of an event, such as an earthquake, flood or a river discharge flow to occur. https://en.wikipedia.org/wiki/Return_period

agree  Jennifer Levey: OK. 'seismic recurrence interval' is also commonly referred to, by the experts, as the 'seismic periodicity'. Either way, the ST is saying, basically, that an 'event' is overdue.

agree  Thomas Walker: Strictly speaking, the likelihood, or probability of an event, is the inverse of the return period. The 100-year flood - a flood of this magnitude will occur once in 100 years ==> the probability =1/100 = 0.01 = 1% that it will occur in any given year.
