I am translating a document entitled "Key Project Information and Project Design Document (PDD)" and the following phrase came up under a list of "general eligibility criteria":

 Project Type: (and then a paragraph)
 Location of project: (and then a paragraph)
 Project area, boundary and scale: (and then a paragraph)
 Suppressed Demand:(and then a paragraph)
 Stacking: The project will only claim for GSVERs and therefore, will not be stacking.

The term I have not been able to find the proper translation for is "stacking"... in this context, does it mean anything different from "arranging in a pile"? Please help me with this term.
