Las ***fajillas de aseguramiento*** corresponden a las indicadas en el oficio de retiro de mercancía o acta de aseguramiento y se encontraron integras.

It appears this is something COFEPRIS in Mexico attaches to import productos. I found this reference:
¿Qué hago si al lote no le pusieron las fajillas al ingreso al país? Deben considerarse los siguientes casos:  Algunas entidades federativas no colocan fajillas de aseguramiento así que si éste es tu caso solicita un oficio de la autoridad sanitaria estatal en la que se exprese que ellos no colocan dicha medida de seguridad y mantenlo a disposición de la autoridad federal.  Para los lotes que ingresen por el Aeropuerto Internacional de la Ciudad de México (AICM), hay variantes: o Si corresponde a un lote a granel o Semiterminado.- No requiere fajillas, basta con que pases a reconocimiento sanitario de la COFEPRIS en las oficinas que tenemos en Aduanas, donde te emitirán el Oficio de Retiro de Mercancía, mismo que deberás anexar en copia simple a tu solicitud de liberación de lote. o Si corresponde a un producto que tiene simplificación vigente y su permiso indica el Permiso de simplificación.- Sólo requieres pasar a reconocimiento sanitario de la COFEPRIS en las oficinas que tenemos en Aduanas, donde te emitirán el Oficio de Retiro de Mercancía, mismo que deberás anexar en copia simple a tu solicitud de liberación de lote. o Si corresponde a un producto terminado.- Si cuentas con tu Oficio de Retiro de Mercancía y en él se indica que no se aplicó fajilla no hay problema, éste es tu evidencia; pero si no cuentas con éste Oficio, entonces anexa a tu solicitud carta firmada en original de los motivos por los que no cuentas con el Oficio de Retiro de Mercancía o bien del porqué no tienes las fajillas en el lote, así como del resultado de la investigación de falla y las medidas aplicadas para evitar su re-ocurrencia.
