reclamation
Explanation:
The outfall also discharges effluent from the South Bay Water Reclamation Plant (SBWRP), a facility which belongs to San Diego and was opened in May 2002. This plant has a wastewater treatment capacity of 56,000m³/day and was built to relieve the south Metro sewer interceptor system, provide local treatment services and supply reclaimed water to the South Bay area.

Established in 1902, the Bureau of Reclamation is best known for the dams, powerplants, and canals it constructed in the 17 western states. These water projects led to homesteading and promoted the economic development of the West. Reclamation has constructed more than 600 dams and reservoirs including Hoover Dam on the Colorado River and Grand Coulee on the Columbia River.

Today, we are the largest wholesaler of water in the country. We bring water to more than 31 million people, and provide one out of five Western farmers (140,000) with irrigation water for 10 million acres of farmland that produce 60% of the nation's vegetables and 25% of its fruits and nuts.

Title XVI of the Reclamation Projects Authorization and Adjustment Act of 1992 (P.L. 102-575), commonly referred to as Title XVI, is the only federal program that provides funding specifically for water reuse projects in 17 western states and Hawaii. Participants can use the funds for planning, design and construction of water reuse projects in partnership with local government entities.

Water reuse (also commonly known as water recycling or water reclamation) reclaims water from a variety of sources then treats and reuses it for beneficial purposes such as agriculture and irrigation, potable water supplies, groundwater replenishment, industrial processes, and environmental restoration. Water reuse can provide alternatives to existing water supplies and be used to enhance water security, sustainability, and resilience.

It's the same as water recycling.

complaint / demand

Explanation:
I haven't found it in any other sense that is not a complaint or demand, honestly. It depends on the context.

So, the first phrase could be: "There is a complaint regarding ***the water supply*** coming from Tijuana." or "There is a ***water complaint*** coming from Tijuana."

I guess you can infer the meaning from the rest of context.

The third example could very well mean a system that the government is trying to apply for complaints regarding water.

The only one that doesn't really click with this is the second example you gave. But maybe it's the same as the third example.

neutral  MollyRose: Even though RAE doesn't include this meaning, it is common for false cognates to be used, especially along the border between the U.S. and Mexico, where Tijuana is.

disagree  AllegroTrans: It's about water reclamation, not complaints
