Isso é dito sobre um homem que foi assassinado. Então presumo que a expressão seja sobre morrer, mas não a conheço. A mais próxima que encontrei foi "sell down the river" e creio não ser a mesma coisa.

Não acho que seja uma gíria neste caso. O homem caiu rio abaixo, e a outra pessoa simplesmente declarou que foi autodefesa. Não me parece ter relacionamento com "sell down the river".

Olha, sendo esse o contexto (tem mais coisa?), o comentário me parece irônico, já que por "autodefesa" a "mulher" jogou "o homem" no rio, que foi rio abaixo... ou seja, ela apenas o jogou no rio, ele sobreviveu à queda, mas não à força do rio. Logo, quem matou o homem foi o rio e, portanto, ela não teria culpa de nada. É o que me parece.
