The first sentence that you quote is from Wikipedia. Clearly the Wikipedia author believes that Gengo's head office is in Tokyo.

However, the company's offices are mentioned clearly on Gengo's own web site as well. On Gengo's own web site, the Tokyo office is not labelled "head office" at all. When the two offices (Japan and USA) are mentioned, the Tokyo office is always mentioned first, which can lead one to suspect that the Tokyo office is the head office.

I have no idea where the second sentence that you quote is from. Gengo's USA office is not in Mountain View at all, but some 35 km further up the road, in San Mateo.

The legal agreements that non-Chinese and non-Japanese translators have to sign, refer to the USA office alone, and stipulate the USA office is the "office" of the company.
