I'm not sure.To me,the fact that it's School of XXX' tells me that it's not primary ed.& that it's vocational'-'school'is quite normal cf.London School of Economics,School of Hygiene & Tropical Medicine(London Uni.),Central School of Speech&Drama etc. etc
