The Long-Term View: Developing a Framework for Assessing Sustainable Competitiveness
For more than three decades, the World Economic Forum has been studying the concept of competitiveness, defined as the set of institutions, policies, and factors that determine the level of productivity of a country, in an effort to understand and measure the drivers of economic prosperity. The goal of this work is to provide diagnostic tools that indicate the areas of strength upon which economies can build as well as the challenges that must be overcome in order to increase national competitiveness. Over the years the Forum has adapted and updated its approach as the research and thinking on the topic has evolved. Integrating the latest concepts into the Forum’s work has ensured that it remains highly relevant in the ever-changing global economic context.
The concept of sustainability, along with a sense of urgency about its achievement, have recently captured the attention of policymakers, business leaders, and the public at large. Sustainable development can be broadly defined as development that satisfies the needs of the present without compromising the ability of future generations to meet their own needs. A commonly used convention stipulates that being sustainable requires the ability to meet society’s economic, social, and environmental needs.2 The literature on sustainability and its measurement is vast and growing rapidly.
Several efforts have been made over recent decades to devise methods to capture the concept of sustainability. One such effort is triple bottom line accounting, which emerged in the 1980s in an attempt to expand the traditional reporting framework to take into account environmental and social performance as well as financial or economic performance. Another effort can be seen in the work of the Commission on the Measurement of Economic Performance and Social Progress, led by Joseph Stiglitz, Amartya Sen, and Jean-Paul Fitoussi. The Stiglitz-Sen-Fitoussi commission made a remarkable attempt to open a new path for assessing the measurement of economic performance, one that embraces the ambition of going “beyond measures of market activity to measure wellbeing.”
In addition, some progress has been made toward measuring many of the environmental aspects of sustainability. These include the broad effort to measure net domestic product—the economic output that considers the capital that has been consumed, such as the depreciation of cars, housing, and machinery, for example. This measure is seen as a better gauge of sustainability than gross domestic product (which considers only the market value of the goods and services produced and does not take into account what they consume on the way to producing that value) because it accounts for the depreciation of physical capital.
A further step, developed primarily by the World Bank, is the calculation of the “genuine” or “adjusted” net savings rate, which tends to “correct” the gross savings rate not only by taking into account the consumption of fixed capital, but also by including education expenditure and the depletion of resources. According to this approach, a positive net savings rate suggests that the present value of social welfare is increasing. Other indicators include environmentally focused measures, such as the Environmental Performance Index (and its predecessor the Environmental Sustainability Index), developed by researchers at Yale and Columbia Universities; and the Ecological Footprint, developed by the Global Footprint Network to measure the ecological resource use and resource capacity of countries. It should be noted that all these measures are continuing to evolve.
Further, a number of initiatives focus on measuring the social and economic aspects of sustainability.
Among these are the European Commission’s Sustainability Report, which assesses the sustainability of public finance as it relates to aging populations; the World Bank’s Worldwide Governance Indicators framework, which measures such different aspects of governance as political instability, political voice, and accountability, among other attributes of governing systems; and the International Monetary Fund (IMF)’s Global Financial Stability Report, which measures the financial soundness of advanced countries.

Investigation?
The objective of this brief guide is to inform promoters of civil engineering and building projects of the importance of adequate site investigation for the successful completion of their project. It indicates what a site investigation is likely to comprise, the important role of the promoter, and the risk to the project of undertaking an inappropriate or inadequate site investigation.
The design of a structure which is economical and safe to construct, is durable and has low maintenance costs, depends upon an adequate understanding of the nature of the ground. This understanding comes from an appreciation of the distribution of the materials in the ground, and their properties and behaviour under various influences and constraints during the construction and lifetime of the structure. An adequate and properly structured site investigation is therefore an essential part of any civil engineering or building project.
The Institution of Civil Engineers has published a guide Without Site Investigation Ground is a Hazard (Ref 1, Vol 1) which is primarily for clients and their non-geotechnical advisors. The guide’s purpose is to raise awareness of ground problems and highlight the consequences of inadequate site investigation. The executive summary states:
Inadequate site investigation arises from the lack of awareness of the hazards associated with the
ground, inadequate focus of finance, insufficient time and a lack of geotechnical (or geoenvironmental) expertise.
It should be noted that the terms site investigation and ground investigation have frequently been
misused. A site investigation is the overall process of discovery of information, appraisal of data,
assessment and reporting. A ground investigation is the more restrictive phase of specialist intrusive
investigation on a site with the associated monitoring, testing and reporting.
It is concluded that a site investigation should be undertaken for every site, since without a properly procured, supervised and interpreted site investigation; hazards which lie in the ground beneath the site cannot be known.
The approach adopted for a particular site investigation, its extent and the techniques used will all depend upon circumstances, and the experience and judgement of those involved. There is no single way to carry out an investigation, and inevitably different advisors will adopt different approaches for any particular project. However, it is usual for the site investigation to be a phased exercise:-
Phase 1 — Information gathering from available records such as maps and published documents, from studying aerial photographs, from site inspection, from utility company records and from interviews and contacts. A hypothesis about the site is developed, e.g. about the past and present land use, geology and the surface and groundwater environment.
Phase 2 — A limited intrusive ground investigation to gain an initial appraisal of the site and its suitability for the proposed development. This may comprise boreholes, trial pits, penetration tests, laboratory tests and geophysical methods. A factual report is usually prepared by the ground investigation contractor, and typically the advisor would prepare a report setting out the conclusions and hypotheses, including the identification of problem areas that require additional investigation and consideration. The information obtained is used to design Phase 3.
Phase 3 — the main or detailed intrusive ground investigation, which may itself be staged. This phase of the site investigation will seek to address or clarify particular technical requirements or problem areas and to provide adequate information for design and construction. Usually a factual report on the ground investigation is prepared, and the advisor would prepare an interpretative report, providing information on the soil properties, and giving design and construction guidance. If the advisor is also the designer then his report may be incorporated into the design report.
Phase 4 — Collection of information, and its appraisal, should continue during the construction works,
to confirm or otherwise the assumed ground model.
These four phases might run consecutively, or could have long periods between them'' (AGS, February 2004)

Instytut Inżynierii Wodno-Lądowej opublikował informator pt:” Brak analizy terenów przeznaczonych pod zabudowę prowadzi do zagrożenia” (Odn. 1, Tom 1), który jest przede wszystkim skierowany do klientów i ich doradców nie zajmujących się geotechniką. Celem tego informatora jest podniesienie świadomości dotyczącej problematyki gruntu jak również zwrócenie uwagi na konsekwencje odnośnie nieodpowiedniej analizy terenów przeznaczonych pod zabudowę. Sprawozdanie zarządcze określa:
Nieodpowiednie przeprowadzenie oceny terenu wynika z braku świadomości zagrożenia związanego z terenem, nieodpowiedniego wsparcia finansowego, niedostateczna ilość czasu, lub brak wiedzy geotechnicznej bądź geośrodowiskowej.
Stwierdza sie, że analiza powinna być wykonywana na każdym terenie, gdyż z braku starannie przeprowadzonych odpowiednio nadzorowanych i objaśnionych badań gruntu nie można rozpoznać zagrożenia, które znajduje się pod miejscem przeznaczonym pod zabudowę.
Należy zauważyć, że często niewłaściwie używa się terminów: analiza terenów przeznaczonych pod zabudowę i badanie gruntu. Analiza terenów przeznaczonych pod zabudowę to całkowity proces ujawniania informacji, weryfikacja danych, ocena oraz raport. Badanie gruntu to bardziej restrykcyjny etap intruzywnego badania specjalistycznego na terenie przeznaczonym pod zabudowę wraz z monitoringiem, analizą i sprawozdaniem.
To podejście przyjęte dla analizy konkretnego terenu, jego powierzchni i zastosowanych metod – wszystkie te czynniki będą zależne od warunków charakterystycznych dla tego terenu, doświadczenia oraz opinii osób z nimi związanych.
Nie ma jednego sposobu przeprowadzenia oceny i z pewnością różni doradcy przyjmą odmienne podejścia do konkretnych projektów. Jednakże zazwyczaj analizę placów budowy realizuje sie etapami:
Etap 1 – Gromadzenie dostępnych informacji ze źródeł takich jak: mapy i publikowane dokumentacje, analizy fotografii lotniczych, kontrole terenów, ewidencja zakładu użyteczności publicznej oraz wywiadów i osób kontaktowych . Opracowuje się hipotezę odnośnie terenu np. o jego dawnym i obecnym użytkowaniu, geologii i powierzchni oraz środowiska wód gruntowych.
Etap 2 – przeprowadza się ograniczone intruzywne badanie gruntu w celu uzyskania początkowej weryfikacji terenu oraz jego przydatności do proponowanego zagospodarowania. Może on obejmować: otwory wiertnicze, wykopy badawcze wykonane podczas badań geologicznych, testy infiltracyjne, badania laboratoryjne oraz metody geofizyczne. Rzeczywste sprawozdanie zazwyczaj sporządza kontrahent do badań gruntu, zaś zwykle konsultant przygotowuje sprawozdanie, w którym przedstawia szczegółowo wnioski oraz hipotezy łącznie z obszarami problemowymi wymagającymi dodatkowych badań i większej uwagi. Uzyskaną informację wykorzystuje się do konstrukcji etapu 3.
Etap 3 – ogólne lub dokladne i intruzywne badanie gruntu, które samo w sobie może przebiegać etapami. NA WSPÓŁCZESNĄ DYDAKTYKĘ
I. Wstęp.
Na przestrzeni kilku ostatnich lat uległa zmianie koncepcja kształcenia informatycznego. W związku z tym, w programach nauczania przedmiot elementy informatyki zastąpiono przedmiotem o nazwie informatyka i technologia informacyjna. W obecnym systemie kształcenia szczególny nacisk kładzie się na rozwijanie umiejętności rozwiązywania zadań za pomocą narzędzi technologii informacyjnej, a nie na nauczanie programowania oraz obsługi programów użytkowych.
Informatyka jest dziedziną wiedzy, która zajmuje się realizacją algorytmów, a także wyszukiwaniem i przetwarzaniem informacji za pomocą komputerów i odpowiedniego oprogramowania. Natomiast technologia informacyjna to zespół środków, (czyli urządzeń, takich jak komputery i sieci komputerowe) i narzędzi (w tym oprogramowania), jak również inne technologie, które służą wszechstronnemu posługiwaniu się informacją.
II. Edukacyjne zastosowanie komputerów.
Niezbędnym elementem prawidłowo zorganizowanego procesu kształcenia są również środki dydaktyczne. Szybki rozwój techniki spowodował powstanie takich środków dydaktycznych, które zastępują pewne czynności nauczyciela i uczniów oraz samodzielnie organizują proces nauczania i uczenia się, przez co, stają się środkami-metodami kształcenia. Do takich środków należą zwłaszcza niektóre środki audiowizualne oraz komputery.
Komputery wraz (ze stosownym oprogramowaniem) mogą być również pomocne w realizacji szeregu innych zadań jak: budzenie zainteresowań poznawczych, rozwój zdolności twórczych, czy też takich jak: edycja prasy uczniowskiej, kopiowanie materiałów tekstowych i graficznych (za pomocą skanera), rejestracja i przetwarzanie zapisu dźwiękowego komponowanej przez uczniów muzyki, przygotowywanie wystaw szkolnych, nawiązywanie kontaktów i bezpośrednia komunikacja między uczniami z odległych miejsc.
Komputer może, więc pełnić role środka dydaktycznego w procesie kształcenia, realizowanym przez nauczyciela (pod jego kierunkiem i we współpracy z uczniem) lub podejmowanym samodzielnie przez ucznia. W rozumieniu szkolnym na lekcji technologii informacyjnej należy stworzyć uczniom warunki do rozwijania umiejętności dostrzegania problemów, które będą mogli rozwiązać za pomocą środków i metod informatyki.
III. Wykorzystanie Internetu do celów edukacyjnych.
Na obecnym etapie rozwoju technologicznego można mówić o konwergencji różnych urządzeń i systemów technicznych tworzących rozwiązania, które nie były możliwe do zastosowania jeszcze kilka lat temu. Sprzężenie i komplementarność mediów elektronicznych, informatyki i telekomunikacji pozwala na coraz to nowsze i doskonalsze formy komunikowania masowego, które wyraźnie zmierzają w kierunku komunikowania interaktywnego. Nowe technologie pozwalają na zastosowanie, obok komunikowania interpersonalnego i masowego – komunikowania medialnego, czyli interaktywnego, jak Internet czy poczta elektroniczna.
IV. Negatywny wpływ technologii informacyjnych na rozwój i psychikę dzieci i młodzieży.
Media stają się dziś znaczącym ogniwem środowiska wychowawczego, tworząc nowe możliwości edukacji dzieci i młodzieży. Nieznane do niedawna, a więc nowe szanse rozwoju stwarzają multimedia, komputer, Internet, rzeczywistość wirtualna, CD-ROM-y. Mogą prowadzić do rozwoju myślenia, wyobraźni, koncentracji uwagi, sprawności manualnej, koordynacji wzrokowo-ruchowej (np. wartościowe gry komputerowe), wzbogacać zasób wiedzy wzmacniać w młodym człowieku poczucie własnej godności. Rozszerzenie oferty kulturalnej, dzięki multimediom daje możliwości uczestnictwa w kulturze polskiej i światowej, oczywiście swoistego rodzaju, poprzez kontakty o charakterze pośrednim.
Rozwój mediów elektronicznych, zmiany, jakie zachodzą w obszarze ich funkcjonowania w skali globalnej, stwarzają również nowe problemy i zagrożenia. Zagrożeniem są niewątpliwie gry komputerowe, e-mailowe korespondencje, internetowe wędrówki, rzeczywistość wirtualna, zjawisko uzależnienia od komputera, Internetu. Nowy nałóg netoholizm (od Internetu), polega na codziennym, wielogodzinnym, ustawicznym spędzaniu czasu przed komputerem i charakteryzuje się wewnętrznym przymusem bycia w sieci. Media elektroniczne prowadzą do redukcji czasu przeznaczonego na kontakty społeczne w rodzinie i poza rodziną. Są, więc źródłem osłabienia kontaktów interpersonalnych.
Zagrożenia niesione przez Internet, opisywane z punktu widzenia treści komunikatów, dotyczą przede wszystkim nadmiaru informacji, pornografii, reklam i pewnych gier. W Internecie jest bardzo dużo pornografii, w tym także pornografii prezentującej dewiacje, przemoc i pedofilię. Wpływ korzystania z pornografii nie jest jeszcze do końca zbadany, jednak stwierdzono już, że użytkownicy mediów, a zwłaszcza dzieci, maja tendencję do naśladowania treści oglądanych i nie ma powodu sądzić, by nie dotyczyło to pornografii.

I. Introduction
Over the last few years the notion of Information Technology teaching has undergone changes. With regard to these changes in the syllabus the subject name ''Elements of Computer Science'' has been replaced with ''Computer Science and Information Technology''. In the present education system a particular focus is being put on the problem solution with the use of Information Technology tools and not on teaching programming and utility software operation.
Computer science is the area of knowledge dealing with production of algorithms as well as information searching and processing using computers and the relevant software, whereas information technology is a set of resources, that is to say computers, networks and equipment including software along with other technologies, which have a wide-ranging use in information.
II. Educational use of computers
Teaching materials are also the essential part of a properly organized educational process. A fast-paced technological development has caused the emergence of those teaching materials which can be used instead of certain teacher and student activities and individually organize teaching and learning process, thereby becoming both the teaching resources and methods. These resources particularly cover certain audiovisual aids and computers.
Computers along with the appropriate software can also be helpful in realization of a series of other tasks such as: inspiration of cognitive interests, a development of creative abilities, such as: edition of student projects, reproduction of graphic and text materials (using a scanner) recording and processing of the musical sound composed by students, school exhibition preparation, networking and an on-line communication between students living in distant locations.
Thus a computer can serve as a teaching resource in the educational process performed by a teacher (under his/her direction and a student's participation) or undertaken individually by the student.
In accordance with the educational reasoning during information technology classes students should have the opportunity to develop their abilities to recognize problems, which they will be capable of solving by means of information technology-based resources and methods.
III. Educational use of the Internet
At the present stage of technological progress one can say about the convergence of various technical devices and systems creating solutions which were not yet possible to employ a few years ago. The conjugation and a complementarity of electronic media, information technology and telecommunication allows to use a growing number of new and excellent methods of mass communication, which explicitly progress towards interactive communication. Apart from interpersonal and mass communication new technologies enable the use of media communication, that is to say - an interactive one such as the Internet or electronic mail.
IV. The negative influence of information technologies on the psychology and development of children and young people
Nowadays media form a significant link in a pedagogic environment creating new educational possibilities for children and young people. Multimedia, computer, the Internet, virtual reality and CD-ROM drives recently unheard of, thus create new development opportunities. They can lead to the development of thinking, imagination, attention focus, manual ability, hand-eye coordination (for instance value-oriented computer games) broadening a young person's knowledge, strengthening his/her self-esteem. Thanks to multimedia the expansion of cultural offer gives opportunities to participate in both Polish and a world-wide culture, which is specific in its own, through the connections of indirect nature.
The development of electronic media, the changes undergoing in this area of action worldwide, create new problems and threats, which undoubtedly include: computer games, e-mail correspondence, internet tours, virtual reality, the phenomena of computer addiction and webaholism. This new Internet addiction called webaholism involves day-to-day continuous sitting in front of the computer for many hours and can be defined as an inner obligation of surfing. Electronic media lead to a smaller amount of time designated for social relationships both inside and outside a family. Therefore they can cause the impairment of interpersonal relationships.
The Internet- associated threats perceived from the viewpoint of a message content are above all related to the excess of information, pornography, advertising and certain games. The Internet contains a great deal of pornography including the scenes of deviation, violence and paedophilia. The influence of pornography is not yet fully examined, however it has already been alleged, that the media users including children tend to imitate the content they view and there is no reason to believe it is not related to pornography.
