Während der österreichischen EU-Präsidentschaft im ersten Halbjahr 2006 konnten in allen Verkehrsbereichen Fortschritte und Beschlüsse gefasst werden, die insbesondere auch die Weiterentwicklung sicherheitsrelevanter Fragen im Sinne von safety bzw. security, der Außenbeziehungen der EU sowie der Förderung umweltfreundlicher Verkehrsträger zum Ziel hatten.
Landverkehr:
Straßenverkehrssicherheit:
Im Rahmen des informellen Treffen der Verkehrsminister am 2. und 3. März 2006 in Bregenz ist es gelungen, das Thema „Straßenverkehrssicherheit“ noch stärker zu sensibilisieren. Dabei wurde von der Europäischen Kommission die Halbzeitbilanz zum Europäischen Aktionsprogramm für Straßenverkehrssicherheit präsentiert. Die Verkehrsminister einigten sich auf eine gemeinsame europäische bewusstseinsbildende Straßenverkehrssicherheitskampagne entlang dem transeuropäischen Straßennetz. Zu den wichtigsten Themen wurden „Alkohol“ und „Ermüdung“ gezählt. Darüber hinaus nahm der Verkehrsministerrat am 9. Juni 2006 in Luxemburg Schlussfolgerungen zum Thema Straßenverkehrssicherheit an und beschließt Maßnahmen zur Halbierung der Anzahl der Verkehrstoten bis zum Jahr 2010 im Sinne der Ziele des Weißbuchs zur Europäischen Verkehrspolitik.
Europäische Führerschein-RL:
Am Verkehrsministerrat am 27. März 2006 in Brüssel wurde eine Revision der EU-Führerschein-RL beschlossen, durch den die Freizügigkeit von Fahrern aus der EU erleichtert, Betrug bei der Verwendung von Führerscheinen verhindert und die Sicherheit im Straßenverkehr, unter anderem in Bezug auf Motorräder, erhöht werden. Ein einziges Führerscheinmodell im Kreditkartenformat wird die über 110 verschiedenen Modelle, die derzeit in Umlauf sind, ersetzen.
Wegekostenrichtlinie:
Mit dem formalen Beschluss der Richtlinie am Verkehrsministerrat am 27. März 2006 in Brüssel gelang ein weiterer Schritt zu einer verursachergerechten Anlastung der Kosten des Verkehrs. Die Möglichkeit der Querfinanzierung wird erstmals EU-rechtlich eingeführt, wodurch die Realisierung alternativer TEN-Schienenprojekte finanziell unterstützt wird. Unter anderem ist auch eine stärkere Differenzierungsmöglichkeit bei den Tarifen als bisher sowie die Entwicklung eines Modells zur Internalisierung externer Kosten durch die Kommission enthalten.
Public-Service-Verordnung
Die EU-Verkehrsminister erzielten am 9. Juni 2006 eine politische Einigung über den Verordnunsgsvorschlag über öffentliche Personenverkehrsdienste auf Schiene und Straße. Mit diesem Vorschlag werden neue rechtliche Rahmenbedingungen für den sich immer stärker öffnenden und wettbewerbsorientierten Gemeinschaftsmarkt für öffentliche Personenverkehrsdienste geschaffen. Die Vergabe dieser Dienstleistungen soll grundsätzlich mittels Ausschreibungsverfahren erfolgen, wobei Direktvergaben im Schienenverkehr sowie an einen internen Betreiber ohne Ausschreibung möglich sind sowie Regelungen über Schwellenwertgrenzen und Unterauftragsvergabemöglichkeiten für klein- und mittelbetriebliche Busunternehmen vorgesehen sind.
Beobachtungsstelle EU-Schweiz für alpenquerenden Güterverkehr:
Durch den im Rahmen des Verkehrsministerrat am 9. Juni 2006 in Luxemburg angenommenen Beschluss über die Einrichtung einer Beobachtungsstelle für den alpenquerenden Güterverkehr wird entsprechend den Bestimmungen des Abkommens zwischen der Schweizerischen Eidgenossenschaft und der Europäischen Gemeinschaft über den Güter- und Personenverkehr auf Schiene und Straße eine Verkehrsbeobachtungsstelle installiert, deren Kernaufgaben in der Erfassung des Sraßen-, Eisenbahn und kombinierten Verkehrs in der Alpenregion, sowie einem jährlichen Bericht an den „Gemischten Ausschuss“ über die Verkehrsentwicklung im Alpenraum bestehen.
Binnenschifffahrt:
Zum Schwerpunktthema Binnenschifffahrt fand am 14. und 15. Februar 2006 in Wien ein hochrangiges Expertentreffen statt. Die Kommission hatte dem Rat und dem Parlament am 17. Januar 2006 ihre Mitteilung über die Förderung der Binnenschifffahrt "NAIADES" – Integriertes Europäisches Aktionsprogramm für die Binnenschifffahrt übermittelt. Die Mitteilung enthält Empfehlungen für Rechtsinstrumente, politische Instrumente und Unterstützungsinstrumente für den Zeitraum 2006-2013 mit dem Ziel einer vollständigen Ausschöpfung des Potenzials der Binnenschifffahrt. Zu dieser Mitteilung der Kommission über die Förderung der Binnenschifffahrt wurden von den EU-Verkehrsministern am 9. Juni 2006 in Luxemburg Schlussfolgerungen verabschiedet, in denen die Bedeutung der Wasserstrasse als Güterverkehrsweg vor dem Hintergrund eines wachsenden Verkehrsaufkommens unterstrichen wird und das Ziel der Ausschöpfung des Potenzials der Binnenschifffahrt angestrebt wird.
Seeverkehr:
Überwachungs- und Informationssystems für den Schiffsverkehr:
Der Verkehrsministerrat beschloss am 9. Juni 2006 eine allgemeine Ausrichtung über die Einrichtung eines gemeinschaftlichen Überwachungs- und Informationssystems für den Schiffsverkehr.
Zivilluftfahrt:
Passagiere mit eingeschränkter Mobilität:
Am Verkehrsministerrat am 9. Juni 2006 in Luxemburg erfolgte die Annahme einer Verordnung betreffend Flugpassagiere mit eingeschränkter Mobilität. Diese Verordnung ist im weiteren Sinne als Schutz von Personen eingeschränkter Mobilität bei der Verwendung öffentlicher Verkehrsmittel zu sehen. Sie soll konkret den Schutz und die Hilfe für Fluggäste eingeschränkter Mobilität garantieren und ist im Zusammenhang mit der Politik der EK zur Bekämpfung der Diskriminierung – gemäß Art. 13 EGV und Art. 21 der Charta der Grundrechte - zu betrachten. Die Verordnung verfolgt die Ziele der Verhinderung einer ungerechten Behandlung, also der Verweigerung der Beförderung ausschließlich aus dem Grunde eingeschränkter Mobilität sowie der unentgeltlichen Gewährleistung der Hilfeleistung.
EU-Außenbeziehungen:
Im Rahmen des Verkehrsministerrat am 27. März 2006 in Brüssel erfolgte der Beschluss der Horizontalen Luftfahrtsabkommen zwischen der Europäischen Gemeinschaft und Australien, Marokko, Rumänien, Moldau, Albanien, der ehemaligen jugoslawischen Republik Mazedonien, Serbien und Montenegro.
Darüber hinaus nahm der Rat die Erteilung des Mandats an die Europäische Kommission betreffend Verhandlungen zwischen der EU und Russland zu Überflugsgebühren in Sibirien an.
Der European Aviation Summit (4./5. Mai 2006) in Salzburg war der Unterzeichnung der horizontalen Abkommen zwischen der Europäischen Gemeinschaft und Albanien, Bosnien und Herzegowina, Bulgarien, Kroatien, Rumänien sowie Serbien und Montenegro sowie einem Treffen der Luftfahrtgeneraldirektoren gewidmet, im Zuge dessen Themen wie die Revision des 3. EU-Luftfahrtliberalisierungspaketes, das EU-Flughafenpaket sowie EU-Standards für das Luftverkehrsbetreiberzeugnis (AOC) behandelt wurden. Im Rahmen eines Industriekongresses wurde bei dieser Gelegenheit darüber hinaus die Wettbewerbssituation der Europäischen Luftfahrt diskutiert.
Am Verkehrsministerrat am 9. Juni 2006) in Luxemburg wurde das umfassende Luftfahrtabkommen zu einem gemeinsamen Luftverkehrsraum (European Common Aviation Area, ECAA) mit Albanien, Bosnien-Herzegowina, Bulgarien, Kroatien, der ehemaligen jugoslawischen Republik Mazedonien, Rumänien, Serbien und Montenegro, UNMIK, sowie Norwegen und Island ebenso unterzeichnet wie die horizontale Luftverkehrsabkommen mit Singapur und der ehemaligen jugoslawischen Republik Mazedonien. Der Rat fasste auch den Beschluss über ein horizontales Luftverkehrsabkommen mit der Ukraine.
Sicherheit in der Zivilluftfahrt (security/safety):
Der Verkehrsministerrat nahm am 27. März 2006 eine allgemeine Ausrichtung zur VO des EP und des Rates über gemeinsame Vorschriften für die Sicherheit in der Zivilluftfahrt und zur Errichtung einer Europäischen Agentur für Flugsicherheit (EASA)
SESAR:
Der Rat beschloss am 9. Juni 2006 eine allgemeine Ausrichtung über den Verordnungsvorschlag zur Gründung eines gemeinsamen Unter¬nehmens zur Entwicklung des europäischen Flugverkehrsmanagementsystems der neuen Generation (SESAR).

Marco Polo II:
Unter österreichischem Ratsvorsitz konnte die endgültige Einigung mit dem Europäischen Parlament über das Programm Marco Polo II (EU-Förderprogramm zur Verringerung der Staus im Straßengüterverkehr und zur Verbesserung der Umweltfreundlichkeit des gesamten Verkehrssystems durch Verlagerung des Straßengüterverkehrs auf die Seekurzstrecke, Schiene und Binnenwasserstraße) erreicht werden.
Galileo:
Der österreichische Ratsvorsitz führte die Arbeiten zum Global Navigation Satellite System (GNSS) weiter. Dabei wurden wesentliche Fortschritte bei der Definition der Schlüsselelemente des Konzessionsvertrages erzielt sowie die Frage nach der Einbeziehung von Drittstaaten in das Programm GALILEO bzw. jene nach dem Sitz der GSA (GNSS Supervisory Authority) durch informelle Konsultationen sowie auf Ministerebene beim Mittagessen des Rates am 9. Juni 2006 erörtert. Auch kam es zur Vorlage der seit Dezember 2005 erwarteten Mitteilung der Kommission zum Stand des Programms GALILEO als Grundlage für die Erarbeitung von Schlussfolgerungen des Rates.

During the Austrian EU-Presidency in the first half of 2006, progress was made and decisions were adopted in all sectors of transport, focussing especially on safety -related issues, external relations of the EU and the promotion of environmental - friendly transport modes.
Road and Rail Transport:
Road safety:
Highlighting a sensitive approach towards the issue on road safety was achieved during the informal meeting of transport ministers on 2 and 3 March 2006 in Bregenz. On this occasion the European Commission presented a half time status report on the European Road Safety Action Programme. The transport ministers agreed on a common European awareness - raising road safety campaign along the Trans-European Road Network. “Alcohol” and “fatigue” were amongst the most important topics discussed. Furthermore, on 9 June 2006 in Luxembourg, the Council of Transport Ministers adopted the road safety topic’s conclusions and decided on measures that target the halving of the number of traffic fatalities by the year 2010. This corresponds to the objectives of the European White Paper on Transport Policy.
European Driving License Directive:
On 27 March 2006, the Council of Transport Ministers adopted the amendment of the EU Driving License Directive in Brussels, which increases the freedom of movement for EU - motorists, prevents fraud with regard to the use of licenses and increases safety on the road, also with respect to motorcycles. One credit-card-size driving license model is going to replace the more than 110 different licenses that are currently in circulation.
Euro Vignette Directive:
On 27 March 2006, the Council of Transport Ministers formally adopted the directive in Brussels. This represented another step in user-based charging of transport costs. For the first time, the possibility of cross-financing is being introduced by EU - legislation, which will lead to the financial support of realisations of alternative TEN-rail projects. Among other elements, the directive encompasses the increased possibility of fares’ differentiation as well as the development of a model that will lead to the internalisation of external costs.
Public Service Regulation:
On 9 June 2006, EU-Transport Ministers reached political agreement over the regulation draft on road and rail public passenger transport service. With the draft, new legal framework conditions will be created with respect to the increasingly opening and competition oriented common market for public passenger transport service. Call for tenders regarding services should be established in principle by procedures of invitation to tender. Direct call for tenders shall remain possible without invitation in the field of rail transport as well as for internal operators. Furthermore, rulings on threshold value limitations and the possibility for sub-contractual tenders are envisaged for small- and medium size bus companies.
EU-Switzerland observatory for transport of goods crossing the Alps:
With the Council of Transport Minister’s adopted decision to establish an observatory for alpine-crossing transport of goods on 9 June 2006 in Luxembourg, a transport observation unit will be installed, according to the provisions of the agreement between the Swiss Confederation and the European Community on rail and road transport of freight and passengers. Its core task will be the registration of rail, road and intermodal transport in the alpine region, and the submission of an annual report on transport development in the alpine region to the “Joint Committee”.
Inland Waterway Transport:
Inland waterway transport was the focus of a meeting of high-ranking experts on 14 and 15 February 2006 in Vienna. On 17 January 2006, the Commission had submitted its notification to the Council and Parliament on the funding of inland waterway transport through “NAIADES” – the Integrated European Action Programme for Inland Waterway Transport. The notification contains recommendations for legal, political and support instruments for the period of 2006 - 2013. The full use of the inland waterway transport potential is the objective. The EU-transport Ministers adopted conclusions with regard to the Commission’s notification on the funding of inland waterway transport on 9 June 2006 in Luxembourg. The conclusion stresses the important role of inland waterways for the transport of goods with respect to the increasing volume of traffic and strives for the realisation of the inland waterway transport’s potential.
Maritime Transport:
Monitoring and Information System for Shipping Traffic:
On 9 June 2006, the Council of Transport adopted the general option with regard to the establishment of a common monitoring and information system for shipping traffic.
Air Transport:
Passengers with reduced mobility:
On 9 June 2006, in Luxembourg the Council of Transport Ministers adopted the regulation regarding passengers with reduced mobility. The regulation has the view to protect the rights of passengers with reduced mobility using public means of transport. The regulation shall explicitly guarantee protection and assistance for passengers with reduced mobility and is to be considered in conjunction with the European Commission’s policy in the fight against discrimination, according to Article 13 of the Treaty establishing the European Community and Article 21 of the Charter of Fundamental Rights. The objective of the regulation is the prevention of un-fair treatment, such as refusal of transport solely based on a person’s reduced mobility, and the guarantee of free-of-charge assistance.
EU - External relations:
On 27 March 2006, in Brussels the Council of Transport Ministers adopted the horizontal air transport agreement between the European Community and Australia, Morocco, Romania, Moldavia, Albania, the Former Yugoslav Republic of Macedonia, Serbia and Montenegro.
In addition, the Council adopted the issuance of a mandate to the European Commission with respect to negotiations between the EU and Russia on over flight charges in Siberia.
The European Aviation Summit, which took place on 4 and 5 May 2006 in Salzburg, saw the signing of the horizontal agreement between the European Union and Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Romania, Serbia and Montenegro as well as the meeting of director generals of aviation. The meeting’s participants dealt with issues, such as the revision of the Third EU – Package of Liberalisation of Air Transport, the EU – Airport Package, and EU – standards for the Air Operator Certificate (AOC). Furthermore, the congress of the industry provided the occasion to discuss the European Aviation’s competitive situation.
On 9 June 2006, Luxembourg hosted the Council of Transport Minister’s meeting where the signing of the comprehensive air transport agreement for a European Common Aviation Area took pace. ECAA was signed with Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, Romania, Serbia and Montenegro, UNMIK, Norway and Iceland. Also, horizontal air transport agreements were signed with Singapore and the Former Yugoslav Republic of Macedonia. Furthermore the Council adopted the decision on a horizontal air transport agreement with Ukraine.
Air Transport Safety:
On 27 March 2006, the Council of Transport Ministers adopted a general option to the EP’s and Council’s regulation on common provisions for air transport safety and the establishment of the European Aviation Safety Agency (EASA).
SESAR:
On 9 June 2006, the Council adopted a general option on a regulation draft with respect to the establishment of a common enterprise which will develop the new generation - European air traffic control infrastructure modernisation programme. (SESAR).

Marco Polo II:
Under the Austrian Council Presidency final agreement was reached with the European Parliament on the Marco Polo II – Programme (the Programme's objective is to reduce road congestion in freight transport and to improve the environmental performance of the whole transport system by shifting road freight transport to short sea shipping, rail and inland waterways).
Galileo:
The Austrian Council Presidency continued the development of the Global Navigation Satellite System (GNSS). Considerable progress was made regarding the definition of key elements of the concession contract. Questions regarding the involvement of third-party-states in the GALILEO – Programme and the determination of GSA (GNSS Supervisory Authority) – headquarters were settled through informal consultations and decisions at ministerial level during the Council’s lunch on 9 June 2006. Also, the Commission’s notification, which had been expected since December 2005, was presented concerning the Galileo’s stage of progress, which served as the basis for the Council’s conclusions.
