What is not clear from the video is whether the uncleaned file produced by WFP retains the formatting (e.g. layout) of the untranslated DOC or DOCX file. I understand that agencies might want the uncleaned RTF format because that allows them to update their TMs easily, but since the uncleaned RTF format also contains the layout and formatting of the final file, it may be that they prefer that format because "cleaning up" the bilingual file produces a final file.

No, you won't be able to produce the final Word document, complete with full original layout, from the "unclean" document saved by WFP 3.2. For that, you would need to import it as pre-segmented (in Wordfast Classic or Trados Workbench). I think WFP 3.2 aims at making this possible, but it doesn't work satisfactorily in the current build.
