Tekst źródłowy - francuski Le Mini International Neuropsychiatric Interview, qu’on appelle le M.I.N.I., a été développé dans les années 1990 par une équipe française basée à l’hôpital de la Salpêtrière à Paris et dirigée par Yves Lecrubier, psychiatre et directeur de recherche à l’Institut National de la Santé et de la Recherche Médicale, en collaboration avec une équipe américaine, basée à l’Université de Floride du sud à Tampa, dirigée par David Sheehan qui est professeur de psychiatrie.
Développé tout d’abord pour les besoins de la recherche en épidémiologie et en pharmacologie, le M.I.N.I. est maintenant largement utilisé en neurosciences mais aussi en clinique, à l’hôpital dans les services de psychiatrie, et de plus en plus, dans d’autres spécialités où le diagnostic psychiatrique peut avoir un intérêt. Il a la faveur des médecins généralistes qui apprécient sa brièveté.
Traduit dans plus de 50 langues, le M.I.N.I. est devenu une référence, grâce à son bon niveau de fiabilité et sa simplicité d’utilisation, dans le domaine des outils d’aide à la standardisation diagnostique en psychopathologie.
LES OUTILS D’EVALUATION EN PSYCHOPATHOLOGIE
Il existe 3 familles d’outils en psychopathologie.
Les questionnaires, qui sont largement utilisés du fait de leur simplicité, sont remplis par les patients.
Les Echelles cliniques sont plus couramment utilisées car elles ont une meilleure validité que les questionnaires chez les patients présentant des troubles psychiatriques. L’évaluation de la sévérité des symptômes est basée sur un entretien clinique. Ce sont des outils dimensionnels basés sur le postulat qu’il existe un continuum entre l’absence de symptômes et leur sévérité extrême.
Les entretiens diagnostiques structurés ont été développés pour l’évaluation diagnostique. Le M.I.N.I. fait partie de cette troisième famille. Ils permettent d’évaluer de manière standardisée la présence ou l’absence de critères diagnostiques. Ces critères sont ceux des classifications internationales psychiatriques les plus utilisées, le DSM-IV, développé par l’Association Psychiatrique Américaine, et la CIM-10, développée par l’Organisation Mondiale de la Santé.
PRESENTATION GENERALE DU M.I.N.I.
Le M.I.N.I. est divisé en modules correspondant à des catégories diagnostiques. Chaque module explore un, deux ou trois diagnostics. Il existe plusieurs versions du M.I.N.I. La version la plus utilisée comporte 14 modules. Les trois premiers sont consacrés à la vérification des critères des troubles de l’humeur : Episode dépressif majeur, Dysthymie et Episode hypomaniaque ou maniaque. Viennent ensuite les modules consacrés aux troubles anxieux : Trouble panique, Agoraphobie, Phobie sociale, Trouble obsessionnel compulsif et Anxiété généralisée. Deux modules explorent les troubles liés à la prise d’une substance, les modules Alcool et Drogues. Un module explore brièvement les Troubles psychotiques. Deux modules sont dédiés à l’exploration des troubles des conduites alimentaires : l’Anorexie mentale et la Boulimie. Le dernier module est le seul à explorer un trouble de la personnalité, le Trouble de personnalité antisociale. Enfin, un module permet d’évaluer le risque suicidaire, point essentiel en psychopathologie.
Le M.I.N.I. est un entretien diagnostique à la fois simple et bref sans toutefois perdre en validité. Ceci tient tout particulièrement à sa construction. En effet, contrairement à l’entretien psychiatrique classique généralement conduit à l’aide de questions ouvertes, le M.I.N.I. est composé de questions standardisées, fermées, auxquelles le patient doit répondre par oui ou par non. Ces questions vont à l’essentiel, c’est à dire que seules les questions permettant de vérifier la présence des critères des diagnostics sont posées. Chaque fois qu’un critère manque pour porter un diagnostic, l’exploration s’arrête. C’est une des clés de la brièveté du M.I.N.I.

NARZĘDZIA OCENY W PSYCHOPATOLOGII
Istnieją trzy grupy narzędzi w psychopatologii.
Kwestionariusze, które mają szerokie zastosowanie ze względu na ich prostotę; są wypełniane przez pacjentów.
Skale kliniczne są stosowane częściej, gdyż są bardziej przydatne niż kwestionariusze w przypadku pacjentów cierpiących na zaburzenia psychiatryczne. Ocena powagi symptomów jest oparta na wywiadzie klinicznym. Są to wymierne narzędzia oparte na postulacie istnienia continuum pomiędzy brakiem objawów a ich obecnością w skrajnej formie.
Ustrukturalizowane wywiady diagnostyczne zostały opracowane na potrzeby oceny diagnostycznej. Metoda MINI należy do tej trzeciej grupy. Wywiady pozwalają ocenić w ustandaryzowany sposób obecność lub brak kryteriów diagnostycznych. Są to najczęściej stosowane w międzynarodowych klasyfikacjach psychiatrycznych kryteria: DSM-IV, system diagnozy opracowany przez Amerykańskie Towarzystwo Psychiatryczne, oraz CIM-10, opracowany przez Światową Organizację Zdrowia.
PREZENTACJA OGÓLNA METODY MINI
Metoda MINI jest podzielona na moduły odpowiadające kategoriom diagnostycznym. Każdy z modułów bada jedną, dwie lub trzy kategorie diagnostyczne. Istnieje wiele wersji metody MINI. Najczęściej używana wersja zawiera 14 modułów. Trzy pierwsze są poświęcone weryfikacji kryteriów zaburzeń nastroju: Ciężki epizod depresyjny, Dystymia oraz Epizod hipomaniakalny lub maniakalny. Następują po nich moduły poświęcone zaburzeniom lękowym: Zespół paniki, Agorafobia, Fobia społeczna, Zaburzenia obsesyjno-kompulsywne oraz Zespół lęku uogólnionego. Dwa moduły badają zaburzenia spowodowane używaniem substancji chemicznych, są to moduły: Alkohol i Narkotyki. Jeden moduł bada pokrótce zaburzenia psychotyczne. Dwa moduły są wydzielone do badania zaburzeń odżywiania: Anoreksja mentalna oraz Bulimia. Ostatni moduł to jedyny moduł badający zaburzenia osobowości: Osobowość antyspołeczna. Na koniec jeden moduł pozwala ocenić ryzyko samobójstwa, zasadniczy punkt w psychopatologii.
Metoda MINI to wywiad diagnostyczny, jednocześnie prosty i zwięzły, lecz nic nietracący ze swej przydatności. Wynika to głównie z jego konstrukcji. W rzeczywistości, w przeciwieństwie do klasycznego wywiadu psychiatrycznego, prowadzonego przy pomocy pytań otwartych, MINI składa się z ustandaryzowanych pytań zamkniętych, na które pacjent ma odpowiedzieć „tak” lub „nie”. Pytania te zmierzają do istoty rzeczy, to znaczy, że stawia się wyłącznie pytania pozwalające ustalić obecność kryteriów diagnostycznych. Za każdym razem, gdy brakuje kryterium niezbędnego do uzyskania diagnozy, badanie należy zakończyć. To jeden z kluczowych punktów zwięzłości MINI.

The subsidiarity principle is intended to ensure that decisions are taken as closely as possible to the citizen and that constant checks are made as to whether action at Community level is justified in the light of the possibilities available at national, regional or local level. Specifically, it is the principle whereby the Union does not take action (except in the areas which fall within its exclusive competence) unless it is more effective than action taken at national, regional or local level. It is closely bound up with the principles of proportionality and necessity, which require that any action by the Union should not go beyond what is necessary to achieve the objectives of the Treaty.
The Edinburgh European Council of December 1992 defined the basic principles underlying subsidiarity and laid down guidelines for interpreting Article 5 (former Article 3b), which enshrines subsidiarity in the EU Treaty. Its conclusions were set out in a declaration that still serves as the cornerstone of the subsidiarity principle.
The Treaty of Amsterdam has taken up the overall approach that follows from this declaration in a Protocol on the application of the principles of subsidiarity and proportionality annexed to the EC Treaty. Two of the things this Protocol introduces are the systematic analysis of the impact of legislative proposals on the principle of subsidiarity and the use, where possible, of less binding Community measures.
In the framework of the Intergovernmental Conference launched in February 2000, the Committee of the Regions has asked for the principle of subsidiarity to be amended to formally recognise the role of loca1 and regional authorities.
Each year the European Commission produces a report ("Better lawmaking") for the European Council and the European Parliament which is devoted mainly to the application of the subsidiarity principle.
SUBSIDIARY POWERS
Article 308 of the EC Treaty (former Article 235) reflects the realisation by those who drafted the Treaty of Rome that the powers specifically allocated to the Community (executive powers) might not be adequate for the purpose of attaining the objectives expressly set by the Treaties themselves (competence ratione materiae).
This article can be used to bridge that gap, since it lays down that "If action by the Community should prove necessary to attain…one of the objectives of the Community and this Treaty has not provided the necessary powers, the Council shall, acting unanimously on a proposal from the Commission and after consulting the European Parliament, take the appropriate measures".
Since this provision gives the European Parliament a purely consultative role, its improper use could upset the institutional balance. To avoid this, use of Article 308 as a legal basis is often accompanied by other Treaty articles which accord Parliament a greater legislative role.

After breakfast I walked on squeaking snow up and down Cumberland Street, in and out of stores until I came across a pair of binoculars in a junk shop. They were well worn, had belonged to a soldier of the Great War, and still housed in their leather case the original instructions for their use, in that nightmare. But they were in perfect repair.
The shopkeeper told me that the temperature was thirty below zero. But the sun, the white blaze, was everywhere and so the chill seemed irrelevant ....
I returned to my room with the binoculars in a brown paper bag and began to wait.
Almost immediately I pulled the desk chair towards the window. I was determined to face that which was coming towards me. My eyes watered constantly for the first hour, until finally I was able to look at the radiant bay without wincing or weeping, my face tightening under the dried salt. I would gaze through the binoculars, bring the stone giant closer to me for four or give minutes, then let him recede again into the distance. Tekst źródłowy - polski Przestępstwami abstrakcyjnego narażenia na niebezpieczeństwo nazywa się grupę czynόw zabronionych, w przypadku których legislator, rezygnując z umieszczenia skutku wśród znamion niezbędnych dla realizacji typu, zdecydował się na zagrożenie karą zachowań, z których realizacją związane jest wysokie prawdopodobieństwo wystąpienia negatywnych skutków w stosunku do dobra prawnego poddanego ochronie. Stanowią one przykład kryminalizacji zachowania sprawcy już na przedpolu naruszenia dobra prawnego.
Celem niniejszego opracowania jest przede wszystkim usystematyzowanie problematyki przestępstw abstrakcyjnego narażenia na niebezpieczeństwo i wskazanie ich istoty, roli, znaczenia i funkcji z konstytucyjno-prawnego punktu widzenia oraz zwrócenie uwagi na powiązania między państwem, prawem a konstytucją, a także przedstawienie charakterystyki tych przestępstw i problemów związanych z ich stosowaniem w tym kontekście.
Zasadnicza część prezentuje definicję i systematyzację przestępstw abstrakcyjnego narażenia na niebezpieczeństwo na gruncie niemieckiego i polskiego prawa karnego. Kolejna część pracy, poświęcona analizie pojęcia dobra prawnego jako materialnej podstawy legitymacji przestępstw abstrakcyjnego narażenia na niebezpieczeństwo, w konkluzji prowadzi do sformułowania wzorca definicji dobra prawnego. W dalszej kolejności podejmuje się m. in. problematykę dopuszczalności przeprowadzenia przeciwdowodu niebezpieczeństwa, oceny stopnia społecznej szkodliwości, przyzwolenia jako elementu wyłączającego bezprawność, czy wreszcie dopuszczalności usiłowania.

Tłumaczenie pisemne - angielski Abstractive endangering offences describe a specific group of mala prohibita. In their case the legislator, renouncing the placing of the effect among distinctive features, compulsory for realisation of the type, decides to threaten with punishment behaviours where a strong likelihood exists that negative results affecting a protected legal good will occur after their realisation. These offences constitute an example of criminalisation of a perpetrator’s behaviour already on the periphery of the violation of legal good.
This study aims above all at systematizing of the issues addressed in abstractive endangering offences and at pointing out their nature, role, importance and function from the constitutional and legal point of view. The thesis draws attention to connections existing between the State, the Law and the Constitution; it also profiles a characterisation of these offences and problems associated with their application in this context.
The fundamental part of the study presents the definition and the systematisation of abstractive endangering offences on the basis of German and Polish criminal law. The following part of the study, devoted to the analysis of the notion of legal good as a substantive basis for the legitimisation of abstractive endangering offences, leads in conclusion to the formulation of a model definition of legal good. Further research within the study concerns, inter alia, issues related to the admissibility of producing a counterevidence of danger, the estimation of a social harmfulness level, consent as an element excluding the unlawfulness and finally the acceptability of the attempt.

I have spent three years in France and have lived in Ireland since 2004.
My degree focused on translation and linguistics. I started a career in this area during my studies, working as a part-time freelance translator and proofreader. Immediately after my graduation, I joined a prestigious translation agency in Dublin, and held a full-time position there (both as translator / proofreader and project manager / office administrator) for nearly three years. I was also providing translation and proofreading services on a freelance basis to several corporate and private clients.
During this time, I earned the Diploma in Translation (language pair: English into Polish) awarded by the Chartered Institute of Linguists in London, UK. In 2009, I completed a TILP Certified Localisation Professional training (Level 1 – Engineering, Management, Linguistics). I hold a professional membership in the Irish Translators’ and Interpreters’ Association (ITIA) and an associate membership in the Institute of Localisation Professionals (TILP).
Since 2007, I have lived in Galway in the West of Ireland, where I have successfully established myself as a full-time freelance translator and interpreter.
