1) talking about congestion zone in say, London. I got a ticket to pay . I am not happy because I got it late.
I speak to this people and they say I can make representation.
They mean to send them a letter explaining I could not have paid reduced amount (say, 30 pound if paid within 7 days) because it took 10 days before I got the actual penalty ticket.
2)
UK Police.
They keep u in custody. they send inspector to review your detention.
Inspector reminds you of your rights and at the end they will ask you if u have any questions or comments or if u want to make any representation...?

How do I contest the PCN?
If you believe that your PCN has been unfairly issued, you may contest the PCN.
To do so, you can make a representation to TfL. If your representation is rejected, you can then make an appeal to the Parking and Traffic Appeals Service (PATAS), the independent body that acts as a tribunal service. PATAS will appoint an independent adjudicator to review your case.
The representations and appeals process has been established in accordance with Parliamentary Regulations

Aby odwołać się od mandatu należy wysłać list do council'u i wyjaśnić w nim, dlaczego nie zgadzasz się na grzywnę.
Uwaga haczyk!
Odwołanie się od mandatu ma też swoje konsekwencje. Cały proces może potrwać więcej niż 14 dni, więc to jest ostatnia szansa, aby zapłacić mniejszą kwotę. Możesz poprosić władze, aby na czas rozstrzygnięcia sporu zamroziły kwotę mandatu (na 60 funtów), jednak nie jest powiedziane, że nie odmówią. Także jeżeli nie jesteś pewien w 100% swoich racji, lepiej zapłacić niższy mandat.
Co się dzieje później?
