Good morning everyone,
I have a problem with translating a phrase from the general security awareness training course.
The fragment I'm struggling with is:
• Intelligence indicates terrorists have “established capability and intent” to mount an attack on “the target”.

I would appreciate it a great deal if someone helped me with translating "established capability" phrase as I'm confused by it.
