Tis certainly exists - as a term for sexually transmitted disease and as a term for a didease which has a high icidence rate amongst a specific socioeconomic group. It can also be used to describe things which are perceived by the speaker/write to be be damaging to society e.g. 'Smoking is a social disease'.
It is, however, rather difficult to be sure since you give us no context.
