Thanks everybody for your contributions! Thanks Jacek for the analysis of the nuances of the system. The sentence consists in enumerating various accomodation forms. The text is not very up- to-date, so it features dom wczasowy as one of the most common. I guess Macro Janus suggested a term closest to my context. Thanks once again!

Contextually there is certainly a difference between vacation homes for the working class and the state-owned vacation houses BUT both: MacroJanus and Kat Kethive might be right since we do not know the exact context. There is some information about the differences (Wikipedia) but still: the Polish expression ‘dom wczasowy’ might have been a ‘ house’ for prominent persons (Vip-s) and for the ‘ordinary working class’ when we think about the Polish reality of the communist era. I might be wrong. The entire sentence could be useful.

Some were converted into vacation homes for the working class, while others, usually of better quality, were distributed among the prominent functionaries of the Communist Party and the newly emerged cultural and scientific elite.
